What Is It?

What is Gas Service Worker Endorsement in Singapore?

Under Singapore's Gas Act, only an EMA-licensed Gas Service Worker (GSW) may carry out, supervise, and endorse gas pipe installation, testing, and commissioning works. Gas Service Workers are regulated by the Energy Market Authority (EMA) and must be licensed before performing any work on gas supply systems regulated under the Gas Act.

Gas Service Worker endorsement refers to the GSW signing off on gas installation records, pressure test certificates, and commissioning documents submitted to the gas network operator (City Gas or PUB Gas) before gas supply can be activated or restored.

Engaging an unlicensed gas worker is a criminal offence under the Gas Act, and can result in severe fines and criminal liability in the event of a gas incident.

FAQ

Gas Service Worker Endorsement — Common Questions

A Gas Service Worker (GSW) in Singapore is a professional licensed by the Energy Market Authority (EMA) under the Gas Act to perform, supervise, and endorse gas pipe installation and related works. Only a GSW or a person under a GSW's direct supervision may legally carry out gas installation works in Singapore. GSWs must pass EMA's Gas Service Worker competency assessments and hold a valid EMA licence.

Yes. If your kitchen renovation involves any work on the gas supply pipe — including relocation, extension, or reconnection of gas outlets — a licensed Gas Service Worker must carry out and endorse the works. Moving a gas hob, adding a gas point, or extending gas pipes during renovation all require GSW involvement and endorsement before the gas supply can be restored by City Gas.

Before City Gas or PUB Gas can activate or restore gas supply after any gas pipe works, the GSW must complete: a pressure test of the gas installation; issue an endorsed Gas Service Report (GSR) certifying the installation is safe; and submit the required documents to City Gas for their inspection and approval. Endorse.sg handles all of this — from the works to the submission.

No. Gas pipe works in Singapore must be carried out by or under the supervision of a licensed Gas Service Worker (GSW). A plumber's licence (PUB Licensed Plumber) or electrical licence (LEW) does not authorise gas pipe works. These are entirely separate licences regulated by EMA under the Gas Act. Engaging an unlicensed person for gas works is a criminal offence.
