A Licensed Electrical Worker (LEW) in Singapore is a professional authorised by the Energy Market Authority (EMA) to carry out, supervise, and endorse electrical works under the Electricity Act (Chapter 89A). No person may carry out, offer to carry out, or undertake any electrical work unless they are a LEW or are supervised by one.
LEW endorsement refers to the LEW signing off on the Electrical Installation Record (EIR) and related documents submitted to SP Services / EMA for new connections, additions, alterations, or licence renewals of electrical installations.
Additionally, a Professional Engineer (PE) endorsed by PEB may review and endorse LEW drawings and technical reports for larger electrical systems — particularly for complex installations, high-voltage systems, and authority submissions requiring PE-level sign-off.

A Licensed Electrical Worker (LEW) in Singapore is a professional authorised by the Energy Market Authority (EMA) under the Electricity Act (Chapter 89A) to carry out, supervise, or endorse electrical works. All LEWs are issued a licence card with their name, NRIC, and licence number. Only a LEW or a person supervised by a LEW may legally carry out electrical work in Singapore.
The Electrical Installation Record (EIR) is the document signed and endorsed by the LEW confirming that an electrical installation complies with the Singapore Standard SS 638 (Code of Practice for Electrical Installations). It must be submitted to SP Services when applying for a new electricity connection or after significant alterations to an existing installation.
Under EMA regulations, electrical installations in Singapore require periodic inspection and licence renewal. For most commercial and industrial premises this is annually; residential installations may have longer renewal periods. The LEW must inspect, test, and endorse the installation before licence renewal can be processed by EMA / SP Services.
For most standard residential and commercial electrical works, a LEW endorsement alone is sufficient. However, for complex or large-scale electrical systems, BCA building plan submissions, or high-tension installations, a PE (Mechanical, registered with PEB) may also be required to endorse the electrical engineering drawings and reports.
