A PE endorsement in Singapore is the formal certification by a Professional Engineer (PE) registered with the Professional Engineers Board (PEB), confirming that proposed structural or engineering works comply with the Building Control Act, applicable codes, and the requirements of the relevant authority — such as BCA, HDB, SCDF, or LTA.
When a PE endorses your plans, they take personal professional and legal responsibility for the technical accuracy and safety of the design. Their stamp and signature transform engineering drawings into authority-submittable documents.
Proceeding without required PE endorsement can result in stop-work orders, fines of up to S$200,000 under the Building Control Act, or compulsory reinstatement works at the owner's expense.
The meaning of PE endorsement in Singapore is that a licensed Professional Engineer has reviewed, assessed, and certified that the engineering works are structurally safe and comply with Singapore's statutory codes. The PE's stamp and wet signature on drawings and reports constitute the endorsement — they are legally binding and the PE bears personal professional liability for the certification.

It depends on the wall type. For load-bearing walls in HDB flats, PE endorsement is mandatory before hacking proceeds. For non-load-bearing walls, HDB or your MCST may still require PE endorsement depending on the extent of works. We can advise based on your unit layout and HDB block type.
A Professional Engineer (PE) provides technical endorsement of engineering works. A Qualified Person (QP) is a PE or registered architect formally appointed under the Building Control Act to supervise building works and make submissions to BCA.
