PUB-licensed plumber endorsement for water service and sanitary plumbing works. Required for HDB, condo, commercial, and industrial plumbing installations regulated under the Public Utilities Act.
Under the Public Utilities Act, only a Licensed Plumber (LP) registered with PUB (Singapore's National Water Agency) may carry out, supervise, and endorse regulated water service and sanitary plumbing works in Singapore.
Licensed Plumber endorsement refers to the LP signing off on plumbing installation records, as-built drawings, and test records submitted to PUB. Without this endorsement, water connections cannot be commissioned and PUB will not approve the installation.
For projects involving BCA submissions, a PE may also be required to endorse the engineering design aspects of the plumbing system — particularly for large-scale or complex sanitary engineering works.

Only a Licensed Plumber (LP) registered with PUB under the Public Utilities Act can endorse regulated water service and sanitary plumbing works in Singapore. To be registered, a plumber must hold the relevant trade qualifications (BCA Academy Builder Certificate in Plumbing & Pipefitting, or equivalent), at least 2 years of post-qualification experience under a Licensed Plumber's supervision, and pass the written and oral assessments administered by the Singapore Plumbing Society.
If your HDB bathroom renovation involves any alteration to water supply pipes, waste pipes, or the soil-and-waste stack, a Licensed Plumber must supervise and endorse the works. Simple surface tiling or fixture replacement without pipework changes may not require LP endorsement, but any relocation of toilets, basins, or floor traps generally does. HDB may also require the LP's endorsement as part of the renovation permit application.
A Licensed Plumber (LP) is formally registered with PUB and is the only person authorised under the Public Utilities Act to carry out, supervise, and endorse regulated plumbing works for PUB submission. A regular or unlicensed plumber can assist with non-regulated installation work but cannot sign off on PUB submissions, commission water connections, or legally endorse plumbing records.
